Risk II on the Zone

I'm having trouble playing risk II on the zone. I can
get into the game but once it's my turn to place my men,
I can't. On my computer it says that I'm waiting for
someone else but I've tried it with friends and they say
that They're waiting for me.
Also, when I try and host a game nobody can connect to my
game. Friends tell me that their Risk starts but doesn't
make it past the startup screen (with the red bar).
If anyone could help me with this it would be greatly
appreciated.
