Rivatuner: do you use it? More harm than help?

I have been a fan of using Rivatuner to lock my FPS in games for years. But I've noticed it doesn't play well with certain games the more I pay attention to it. Resident Evil 2 Remake is a good example. In game, I set the FPS to uncapped, and to 97 in Rivatuner (3 below my fax refresh). I noticed I would get the slightest of stutter in certain places but didn't pay much attention. Yesterday, I forgot to start Rivatuner, and I was playing without it. That stutter was gone. Gameplay was slight, but noticeably smoother. Started up the program, restarted the game and the stutter was there again. So the program is definitely causing it. I'm now using the in game FPS lock set to 60, and not using Rivatuner. I question using the program at all now. What do you guys think? Do you use it for your games?
