So the situation is that the seller/store accepted the responsibility to replace the item,
They wrote down on the receipt that it will take 3 to 4 weeks for it to be replaced since it will be ship back to the supplier overseas.
Its been 6 weeks since I returned the item and was told that the GPU hasnt arrive on their end.

Is this a normal scenario?
Is it ok for me to demand a full refund instead?
Ive only used the GPU for more or less 30 days and still has 11 months warranty on it.

Did the courier provide some sort of tracking information? If not, then you're kinda out of luck if it got lost in transit.

And no, you can't demand a refund if the courier messed up. The store might be nice about it, but it shouldn't be expected.

Did you return it to a local seller/store, and they shipped it overseas, or did you have it shipped overseas to the seller/store?
Unclear from your post, but it does matter. The party organizing the overseas shipping is responsible during transit, and can have it insured and/or tracked.

Could be. For example if you live in Europe and GPU has to be shipped to US (and back) it can easily take a couple of weeks.

It strictly depends on your local law regulations, as well as the store/seller regulations. Unless the law gives you such option you are mostly on sellers mercy here. Of course it will not hurt to ask them for some form of compensation but I doubt you can get more then some extra coin (in the form of store credit usually) for the wait.

That really does not matter here. You could be on your last day of warranty and from legal standpoint it would be same situation.

My wife sells online(we are in the USA) and one thing she’s taught me, is if it’s going USPS and gets lost, get on their website, put in the tracking number, then sign up for email/text updates. She’s had packages just stop moving and just sit seemingly, but when someone signed up for updates it usually began moving in a day or two.

Interesting:

I have family members on both coasts of the USA who have had the same experience.

One package being tracked was bank related documents. The other package - some event tickets.

Packages went into limbo until a query was made.....
