LOL NO ! Your system boots and the screen comes on when connected to the graphics card then I would say no. It looks like a software issue.

Just because ATI GPU Meter isn't working for you doesn't mean your card is dead.... can you play games?

That's odd. When I took the picture, I had a lot of white horizontal lines popping here and there as I was navigating my mouse. And no, I do not own an ATI card but a GTX 460.
Now I have an old ATI card plugged in and there is no white lines here. I'll ask one of my friend's if he can check out my nVidia card on his rig.

GPA busy status show as white line?
hmm i don't understand.
Because of driver version some of gpa show lot or less busy status bar.
therefore i don't want to say your gpa is dead.
try to update with last driver and please don't give them too much attention.
LoL when it show windows on my screen gpa is working~ ^^
