Rockcandy controller not being recognized by PC

I just purchased a blue Rockcandy Xbox wired controller. My Windows 7 PC isn't recognizing the controller under the Devices page on the Control Panel. I've downloaded the necessary drivers for the controller. I've tried connecting it to the other USB ports. All to no avail. How can I fix this?

On second thought, no need to answer this. The controller doesn't work for Xbox either. The controller blinks once and refuses to work. I'll return it tomorrow. It was a preowned item after all.
