Question Rocket League FPS drops to around 10 for extended periods of time

I use a dell XPS 15 9550 laptop to play Rocket League with a 144hz monitor.
I have used this set up for around a year and have had no problems previously. However, in the last couple of days I have had moments in my game around every few minutes where my fps drops to lower than 15 for at least 30 seconds. It is so painful to play while this is happening and I really would like it fixed.
Tried rebooting PC, turning off gamedvr background recording. Don't really know what else to try.

Is this during a game or while loading?
Do you have hdd or ssd?
Could be that

You also may need to update your driver's depending on the age of the laptop and the OS

During a game.
Also, it doesn't seem to just be with my game because as I am typing this my keypresses are delayed and my window lags if I drag it around.
I use an HDD.
Drivers are up to date.

Update: I launched task manager while the problem was occurring.
Disk usage 95% with almost all of it being from the “system” process.
