Looking for help and guidance to build my first pc! What components will allow for me to run cartoony competitive games like Overwatch or Rocket League at high quality settings without decreasing performance? Any suggestions would be super helpful!
I get your point 100%. Generally I was curious what your build might look like... also considering the streaming component. I previously asked the community (question now merged) and got a lot of builds with AMD Ryzen 5 CPU's, but I thought for streaming an i7 or AMD equivalent was recommended.
Hmm no not really. Whats more important is more threads and cores for muti-tasking which includes streaming. That's why many recommended Ryzen. It has more cores/threads so you would get a smoother performance when muti-tasking.
You can do it also with an i7. I game and stream on a 6700k with no issue. So either will work.
I'd probably go with a Ryzen 5 1600 CPU, a B350 chipset mainboard, a GTX 1060 6GB GPU, 16GB of RAM from the mainboard's QVL, and a good 80+ Gold (or better) 450-550W PSU. Those parts should keep you around 800$, no need to spend more on the base unless you're playing above 1080p.
For the 700$ left, you can add a case of your liking, an optical drive, some storage (SSD and/or HDD), and any other things you might feel you'd like to have. Should be plenty for that.

You could change to a 60hz 4k, a 1440p 144hz, a better keyboard/mouse/headset, I just chose a few components in your price range that would work for your purposes.
If you don't end up spending more on peripherals, and don't mind getting a little closer to the top end of your price range, I'd recommend a 1070 over the 1060.

When does the GPU upgrade become overkill? For example I know the 1080 exists, but rarely see it on build suggestions. Is it because of price? Or do you need much better CPU or motherboard etc. to run a better GPU?
I'd say a 1080/1080 Ti/Titan X (Pascal)/Titan Xp are overkill for this build. You can buy one, sure, but you won't have much use from it over a 1070. We're talking about Rocket League here, after all, not something like Rise of the Tomb Raider at 4k Ultra 😀
1080 is primarily for 1080p @144fps, or 2k @60fps. 1080 ti/Titan X are anything beyond that. So whether or not the GPU is overkill depends on what all you want to do with the system. If all you're interested in is RL, then you really don't need anything beyond a 1060. If you think you may get into more demanding games, and possibly a 2 or 4k monitor in the future, it might be worth investing some money into a 1080.
1060 and 1070 are the sweet spot in terms of bang for your buck IMO though. If you can find a great deal on the 1080 then it offers a lot of performance for the money, but I would recommend at most a 1070 for you. That will handle 1080p without breaking a sweat, and would allow you to delve into 2k and a little 4k if you so desire.
You can see even the maximum is not that crazy spec wise. You'd be going overboard with a pretty standard PC gaming rig.
I can give you a recommendation but my build would be of a more general build for gaming, not just Rocket League specific.
