Rod of Pestilence?

One of my players (the wizard) wanted to make this item but I don't know
where it comes from. Actually I think it would probably be at odds with
his alignment (Chaotic Good). Anyway, has anyone ever heard of it?
Where can I find it? Apparently it shoots out a cone of pestilence that
causes damage and disease.

Why don't you ask your player:

1. where he found the item.
2. for a copy of the item's description so you can evaluate it.
