Question ROG STRIX B450-F Gaming Boot looping

I just got some parts for a new build but can't finish the windows install because it keeps rebooting. The reboot usually happened around the "just a moment" part. Sometimes it freezes for a moment before rebooting others just reboots.

My parts are:
ROG STRIX B450-F GAMING (new)
RYZEN 7 3700X (new)
2 CORSAIR 8GB 3200MHZ (new)
1 2TB HDD (old)
1 250GB SSD (old)
600W PSU (old)

idk the model of GPU but it's a GIGABYTE Radeon from a few years back

I tried most things I can imagine,

• disconnecting the install usb
• using a different install
• using 1 ram stick
• trying different ram slots
• tried installing on both drives but same problem on both
• unplugging everything and replugging it

Any advice on what I can try to get it to run will be appreciated!

What's the make/model of PSU?
Are you overclocking any of the components?

PSU: Cool master B600 v2
No overclocking
I have the 3003 x64 bios version

Have you stability tested outside of Windows? What are your system/CPU temps when just sitting in BIOS for 15 mins?
You can use Ultimate Boot CD (USB) to run memory, bus, and CPU stress tests. You can also start with Memtest86 to test your memory.

CPU temp been steady around 50C/120F and mobo temp is about 35C/95F.
Im getting these programs now and will test them as soon as its ready. I never used them before so i hope they not too confusing lol

So I ran some tests, the memory test passed without any errors and then I tried the CPU tests. I tried the mersenne test and my pc shut down on both the blend test and the small ffts one. I guess that would mean the problem is with my CPU. Should I remove it to check if any of the pins could have got damaged during the install or could the problem be with the cooler?
