What is to roll up in the phasrse "roll up a distribution"?

In ordinary non-computer-ese English it would mean something like:

"Combined a bunch of stuff into a single package and made it available".

But words ultimately mean what the writer intends them to mean, so you'd have to ask the writer to confirm. He may have his own lexicon...known only to him.
