Rotation options are gone from Display?

I'm using an ATI Catalyst Control Center driver for my Radeon video card and it appears that its disabled all screen rotation options. Foxit PDF reader allows one to rotate your screen but when you need to do something else, its only rotated for that program. Kind of pointless. So you want to rotate for all programs. I used to be able to do this in Display in Control Panel. I've gone through every tab and there ain't nothing there for rotation (including the ATI Catalyst Control Center tab of course). Is there any 3rd part program that can do this, hopefully with just a keyboard shortcut?
 
Solution
What I would do is pre-download the ATI drivers and software again.

Uninstall the current drivers and software. Reboot.

Go back to the downloaded file and re-install the drivers and software.

Nope. But when I right click the systray icon, I have a Rotate Display option that is grayed out. Just noticed that. There is a column in the Catalyst window and on the left side it has:
Information Center
Displays Manager
Display Options
Digital Panel (DVI) 3
3D
Color
Video
VPU Recover
AMD Overdrive
None seem to have anything relating to display rotation.
