Hello tom's hardware community,
I'm sure there is a way to know which Router responsible to which Network Name (SSID).
I mean, when I'm outside, and I want to find Wi-Fi networks, I can see their names
but not the IP of this networknames.
I want to know the IP of the wireless network without connecting it.

I tried to check it with "tcpview" , or with "wireshark" but those programs show only when i'm connected already to a network.

I'm afraid that it is not possible to see the IP of a router without connecting to its network. If you think of it security wise, how safe would it be if anyone could see the IP of your router? That would make a network vulnerable to attacks from anyone in its range.
If you need information on which router is responsible for an SSID you can see its mac address. If you dont have access to actually see the mac through console, config page or printed label you probably shouldn't be looking...
