Router caps speed

I'm coming here after my ISP has ignored me for several days.

My ISP is Plusnet.
My router is Technicolor TG582n which Plusnet gave me in the start. I also use some BT Openreach modem.

Sorry if this is common sense but the modem connects to the router and the router to the PC.

For weeks my internet has been capped at around 9 MB/s when it should be around 28 MB/s.
I've gone through troubleshooting and when I connected my PC directly to the modem and unplugged the router completely my speed went back up. This means that somehow the router is capping my internet. The ISP told me in the beginning that they could not notice any issue and I guess it is because the issue is the router.

I have already reset the router several times but no changes.

The router is in a perfect spot, there are no heat sources or possible shock damage. It's still completely clean and looks like new so please don't assume it is physically broken.

Can someone please tell me what I can do? I also already logged into the router to restart and reset anything that can be reset.
 
If that is their router, they need to send a tech over to test things themselves. Or just get your own router so you can pick what you like. A good one is about $60, a very good one with the latest AC wireless and good antennas is around $100-200 depending on how many features and speed you need.
 
They told me that the router is out of warranty after 18 months and they would have to start me on a new contract and charge me £5.99 P&P if I want a new one.

I logged into the router and looked at the settings when I noticed that the username which was logged in there was completely different than my username so I disconnected and changed the username/password. When I connected to the internet again the speed was again what it was before.

I have no idea why but apparently my router was logged into someone elses account who probably is on an ADSL line with different speed profiles.
