I pay for 300 mbps internet, and when directly connected to modem via cat6, I see speed up to 350 mbps. When connected to router with the same cat6 cable, it's usually 130-150, rarely up to 180 or 200, but nowhere near 300.

This is the router I have:

Netgear R6700v3

It's supposed to have 'gigabit' ethernet, and the PC shows the ethernet connection as 1000M when connecting to the router. Is this thing simply incapable of deliverying 300 mbps or do you think there is a setting somewhere that's messing things up?

If I'm due for an upgrade, what router would you recommend?

Almost every router I have seen lately can run 1gbit wan/lan. They use a hardware nat assist which pretty much the only function a router is doing by default.

Maybe something else is enabled. Things like parental control or stuff like firewalls or bandwidth control can cause a cpu bottleneck in the router.

I would factory reset the device and only set the admin and wifi passwords. Leave everything else default. Most fancy features are disabled by default.
