Hello, I am currently having fun OC'ing my ram, and I would like to know if i should customize the Row Refresh Cycle Time value to get better performance?
Are you strictly looking for better numbers while benching?
To give you an example, I've just OCed two sets of DDR3-1600 ram recently.
One set was able to OC kinda high (2050 Mhz) but required loosening the timings (9-11-9-31 tRFC was well over 100).
The other set wouldn't go very high at all (1790 Mhz) but was able to keep the timings much tighter (9-9-9-24 tRFC was 74). So which one do you think did better in the benchmarks I ran?
Well both sets I referenced above were cas9 sets, defaulting at 9-9-9-24.
The 2050 OC with the looser timings won every synthetic benchmark. The 1790 OC with the tighter timings did better with the gaming benches.
You may want to check out this DDR3 memory scaling article, and you may come to the same conclusion I did, that DDR3 memory timings or speed isn't really that important in real world applications and default speed and timings are fine (not like the DDR2 days): http://www.anandtech.com/show/2792/9

Modificatiosn Might Help you increase speed or cause your system to reboot. If you have an aggressive timingas option in your bios I would choose that setting as I used to do with no problems. I reccomend you use highend RAM!
