When I try to burn to a DVD using Roxie (and other programs) I get an error message that states "device is in use an cannot be accessed". It has a bland DVD in it. Even if I restart the computer I still get the same message once I put a blank in.

How can I find out which program is making this happen?

Thanks

Often UDF packet writing software locks the tray like that. It lets you drag-and-drop files onto a disc like with a USB stick, and Microsoft called it Live File System in Windows Vista to 8. Unlike those, Windows 10 does not come with any built-in packet writing so you probably should uninstall any burning software you've installed.

All the more reason to avoid those giant software suites. Even if they work now they may mess something up in the future after one of the big semi-annual Windows 10 upgrades.
Roxio Creator 10 was made for XP and Vista. There was a revision 10.3 that worked in 7 but it never worked properly in Win 8 or 10.

The currently supported versions are Creator NXT 3, 4 and 5. NXT 3 was made for Win 8 but everything probably works in Win 10.

Surprisingly the ancient Nero 8.3.60 works just fine in 10. I use that one because it's the last version of Nero Lite--which is just a burning program and not some bloated and invasive movie-making monstrosity.

I forgot to mention that the only way to open the DVD drive is to right click on the drive in explorer and eject. The eject button on the drive does not work either.

I am thinking about upgrading to NXT 5.

Thanks for the quick response though.
