RTD Excel 2003 function not working in Windows 7 64 bit system

I am having a problem with the RTD function not working in Windows 7 64 bit system

Originally I downloaded an .xlsx file that did not open with Excel 2003 on my windows XP
So after some research found that by upgrading the Excel 2003 to sp3 and using the Microsoft compatibility conversion pack I was able to open it and seems to be working
At least I am getting the data from the server

The server in this case is Think or swim

So because the TOS program is very slow on my windows xp I figured why not install it on my Windows 7 machine
So I installed the same version of Excel 2003 and upgraded to sp3 and the compatibility pack
but for some reason I am not getting any data from the server
All I am getting is N/A in every cell that has the RTD function

So I am not sure what could be causing this

Is it because the system is 64 bit ? Is it because it's windows 7 Some other reason ?
I lowered the macro security setting to the lowest setting but it did not make any difference

I have Libre office unfortunately this is one of the functions that is not available so I am out of luck there

I am not sure if having support for 2003 is the issue since everything else seems to be working it's just this one function that is not connecting to the server
I am also asking TD Ameritrade and see what they have to say about this issue
It would be nice if I could just verify if I can at least get connected to the server by some other means than Excel
that way I can narrow it down to the 2003 version being the problem

Otherwise I could get the 2007 version and still have the same issue
I read somewhere that there was an issue with the 2010 and 2016 version but I am not sure if that id the same issue on the 2007 I don't want to rush out and buy the 2007 only to find out that it has the same problem

 
Just a quick update
I was reading about the DDE function and there is an option to export data from TOS to a spreadsheet in Excel or Calc
The one in Calc which is for Open Office is exporting the data with the DDE formula and it works with version 3 in windows xp and also in version 5 with windows 7 however that formula does not work in excel 2003 windows 7 at least not directly
At least I got this to work =TOS|LAST!SPX in Excel 2003 in windows 7 so the DDE function is working but I still don't know why the RTD function is not working in 2003 windows 7

I got it working
I got a reply from TDAmeritrade saying that it could be because it's installed for a single user instead of all user even though I am the only user
There is a choice during the instillation to choose singe user or all users
So I reinstalled it for all users and now it all works
