Question RTX 2060 FPS issue

My new RTX 2060 Gigabyte OC is running the witcher 3 on avg 50 fps. I saw benchmarks online that go up to 80 or 90. Im currently using ryzen 2600, 16gb of corsair 3000 Mhz ram on dual channel. Gigabyte b450 ds3h Mobo. the first PCIe slot broke a couple of months ago. im currently using the second one (the one further away from the cpu) is that the issue?
I have tried removing old drivers and doing a clean driver install. nothing seems to work

Hairworks off? Running same resolution and exact settings to them?

GPU and CPU temps in the game?

Other games run ok?

havent tried other games yet.
The card runs a bit hot at 83 celcius but its suposed to run to that temp as far as i understood from the gigabyte aorus app and msi afterburner. clock goes to 1900 stable at that.
cpu is at max 55 celcius in game. however as i said above, the pci port i`m using seems to be pcie express 2.0 running at 4x. could that be an issue. gpu usage stays at 98-99%
Hairworks off manages to gain 5-7 fps more, not much of a difference...
