RTX 2060 low FPS in dota2 game

Does any1 can help with this issue? I previously used GTX 970 for my PC with dota 2 average 70 fps. Right now I have upgraded to RTX2060 but still the same FPS.

My Processor is i7-6700
Using Mobo Asus H170 PRO GAMING

I have turned off the V-Sync inside dota
Unistall the Xbox App in windows
I have turned off G-Sync inside Nvidia control panel
My monitor is XL 2546 with 240 Hz
I am using display port already

Please help.

I really use my PC only for dota, nothing else. And I just re-install the fresh new windows 10. Basically only dota in it.

Seeing as you get the same FPS as the 970, this suggests a CPU bottleneck. Download MSI afterburner and see what the temperatures are, and how much usage there is. Also, is your GPU set to maximum performance, and same in windows power settings? Drivers up to date?
