Question RTX 2060 Lower FPS Than Expected

My RTX 2060 just arrived, replacing my GTX 1060 for 1080p 60. For some reason I'm getting lower frames then expected in Total War Three Kingdoms, not far off my GTX 1060, using the same settings. Using latest drivers after clean DDU. MSI Afterburner has my GPU usage at 40-50%, and I'm still getting drops in my fps, low to mid 40's. I set Nvidia Control 3D settings for Three Kingdoms to Prefer Maximum Performance, but it doesn't seem to help. Should my card use 100% or near because my fps drops to the 40's even though my card is only using 40-50% usage? TY

Sorry, GPU temps are 40-60C, in a air conditioned very cool room. CPU temps are in the cool range as well. PSU is a generic LSP 750 watt, but I don't think it's my temps or psu. Usage is in the screenshot.
