Question RTX 2060 power spikes ?

Hello, I am having extreme trouble with my RTX 2060 6GB. Everything has been normal and all of a sudden the card has been spiking up to 400+ watts making it unusable, and locking its core clock to 300 mhz. Idle it is around 110 watts! I tried an undervolt and it did not do anything. I undervolted it to around 850 mv which showed no difference. I am on the latest drivers, I reinstalled drivers, I adjusted nvidia control panel settings, I went in power settings, I tried a lot. I have always been using it fine, no overclock or nothing and all of a sudden having this problem. I am using MSI Afterburner and Alienware Command center to view my GPU's status and to mention this is a prebuilt Dell G5 Gaming desktop. It is only my gpu acting up. Please anyone reply ASAP.

Does the gpu have high usage? malware scan the system?

no malware, and yes when it does this its at 100 percent usage but when idle its at like 2 percent and running 200 plus watts when its a 160 watt card and never does this. before it was running like a solid 120 maxed out gaming.
