Question RTX 2060 terrible performance

My specs are:
Rtx 2060 6gb
I5-6500
H110m-s2h ddr3 mobo
1x8gb ram
Win 7 64bit
Lg flatron e2241 monitor 1080p 60hz
Seasonic s12II 520W

So today I finally got my new RTX2060 and I can say im dissapointed as hell. This card runs like my old R9 380 only with like 5 to 10fps more. I know my I5-6500 is bottlenecking but it shouldnt be so severe.

I saw other people running games much better with worse cpu's, hell I even cant maintain locked 60 in mafia 2. Tried using DDU then amd cleanup utility, nothing helped. One guy ran tomb raider with the same cpu and gpu and had an average of 76fps while i only 25..

All cpu temps are around 45° and gpu around 65° while playing for an hour so looks normal, and gpu clock speeds are 1950 and 7000 for memory, I even set on performance mode in nvidia panel and on windows, also i installed newest nvidia drivers. And yeah its inserted in pcie 3.0 x16

Im out of ideas.

Are you monitoring CPU/GPU utilization?

25FPS? What settings are you using?

Ultra 1080p, I get around 30-40fps in most games even old ones, my gpu is around 40% while cpu at 90 - 100%, as I said its a bottleneck but it shouldnt be this bad.
Also i get same results with everything set to low

It shouldn't be, but the solution is typically to turn up the in-game settings, move more of the demand to the GPU from the CPU. At Ultra settings though, that's not really possible.

I know, I even scale in game resolution to 200% with ultra settings, still noting no matter what
