Question Rtx 2060 under preforming

I have recently bought a computer that lags/ shutters in all the games I play in 1080p. One second it will be running on 100+ FPS and next second it drops to 30fps I have a
msi rtx 2060 super gpu,
a ryzen 7 3700x cpu,
16 gigs of Corsair vengeance ring pro (2x8) duel channeled Ram
gigabyte 570 gaming x motherboard
144hz monitor.
Samsung 970 evo
All of my drivers are up to date. Please help me.

Try running everything in DirectX 11?

Yes I have tried games like dead by daylight need dx11 but when I start up the game it start to randomly drop my FPS my gpu usage dips there’s nothing wrong with the temperature or the clock speeds.
