Question Rtx 2060 with 3000 mhz ram VS Rtx 2070 with 2666 mhz ram (PC build)

I'm building a gaming pc for a friend of mine with an i7 8700 (non k) and I'm not sure wether it's better to buy an H motherboard (2666 mhz cap for ram) saving money to buy an Rtx 2070, or a Z motherboard (so 3000 mhz ram) and an Rtx 2060. What would you choose?
Also, if he'll buy the H motherboard and the Rtx 2070, I'll give him my old 16gb 2133 mhz ram kit, since it can be easily overclocked to 2933 mhz (tried it on many motherboards) so it will be stable on 2666 mhz, but I don't know if it can be overclocked (voltage included) to that frequency on a H motherboard.
Anyway, he'll be using a 144hz 1920x1080 gsync compatible monitor.

FYI 'H' boards do not allow running RAM over 2666 MHz.
Yup, that's why I asked. Do you know if I can overclock mine to 2666 MHz increasing dram voltage from 1.2v to 1.35v and just changing some timings? It worked on different boards, but I'm afraid that an H one won't allow me to do it.
'H' boards will allow RAM overclocking, yes.

100%, I'd opt for an H board and 2666MHz (or even 2133MHz) to get a 2070 over a 2060. Especially when paired with a locked CPU.
I'll see if I can find a cheaper Z board then, otherwise he'll get the H board.
