Question RTX 2060 working on 50% on start up of windows

My friend have problem with RTX 2060 .
His GPU is working on 50% - 60% on startup of pc

Specifications of pc :

CPU : Ryzen 7 2700x
RAM : HyperX Fury 2x8 GB 3200Mhz
GPU : RTX 2060 ASUS TURBO
Storage: nmve M.2 SSD 512GB Kingstone
Matherboard : Asus ROG strix X570F
