Question RTX 2070 100% Usage

Kind of a long story but here we go. Bought an RTX 2070 around 10 months ago and it worked great.
Recently i had upgraded my CPU because i started doing some streaming and just wanted some more juice. So my old setup was a Ryzen 5 1600 paired with the RTX 2070. With that setup i could still stream pretty decently ,have a game open and browse the web at the same time.
Now im using a Ryzen 7 3800x with the 2070 and i appear to be getting worse performance. When i tab out of a game and open a browser my GPU usage jumps to 100%. It never used to do this. I also did a fresh install of windows several times.

B450 Tomahawk pro
Ryzen 7 3800x
32GB ram
750W Powersupply

make and model of this 750w psu?

GPU Doesnt go above 75C. The PSU is a EVGA supernova 750 G2

usage go up to 100%, but are you getting less fps?

check the temp when that happens, and the freq it running

test with other browser?

Temps still stay around 75. Ive tried other browsers ,same thing.part of it seems to be desktop window manager. it likes to spike up to around 30% the second i tab out.

I should also mention that i use to stream using NVEC and it never would hit 100%
