I recently bought a new pc. The parts for the pc that i put together were as such:
Ryzen 7 2700x
RTX 2070
240gb ssd
3tb hdd 7.2k rpm
500 gb hdd 5.2k rpm
550w thermeltake psu came with the case
16gb ddr4 2400mhz ram (1 stick)
Stock wraith cooler

After building it i realised something weird. I wasn't achieving constant 60 fps on the games i was playing. The fps would drop down from 60 to 50 constantly. Games i tried were gta 5, watch dogs 2, shadow of the tomb raider, batman arkham knight and hitman 2. No matter the setting i had these games on they would still drop down in fps. I have no idea why this is.

Slow single channel ram will choke a Ryzens performance. Ryzen needs fast(ddr4 3000 or faster) dual channel ram to perform it's best. That PSU is another thing you'll likely want to remedy, Thermaltakes budget units are poor quality and a poor quality PSU can negatively affect the systems lifespan.

So if i was to get say, a 4gb 2400mhz ram stick and run it with my 16gb of ram would that be fine.
Also would this suffice as a psu: https://www.scan.co.uk/products/750w-evga-gq-series-80plus-gold-hybrid-modular-sli-crossfire-single-rail-624a-plus12v-1x135mm-fan-at?gclid=CjwKCAiA1ZDiBRAXEiwAIWyNCxfAdwikJm3gKGRKrjFcUwNR8horhV93IkwKlWP9gO-7DwF5_u5fDBoCT8sQAvD_BwE

No, you need another identical stick with the one you already have to work in dual channel, even so you might have bluescreen and other problems, usually dual channel ram is bought in a single kit (there kits on the market with 2x16 or 2x8 or anything you want, this types of sets are tested and guaranteed to work in dual channel.

For that build you need to dump that single 2400 stick and get a 2x8gb kit @3200mhz. Doing so you could probably see a 20 FPS increase on your build depending on the game. Even once there installed you need to make sure there in the correct slots (some prefer A1/B1 and others A2/B2) then enable AXMP (or DOCP depending on the manufacturer). Once the memory is running at the correct speed you'll see a big boost in FPS.

So it would be best for me to return the current stick of ram and replace it with 2x8gb ram

Would 3000mhz be fine

Yes, I wouldn't go any less though as speed matters for Ryzen.
