Question RTX 2070 blinking leds + PC won't turn on

A few days ago I was working on my pc normally, when it suddenly turned off. When I tried to turn it back on again, the two leds that are above the GPU power connector kept blinking and the pc wouldn't turn on.

I searched in several places and saw that the blinking lights usually mean there is a problem in the power supply. So I switched to a new power supply, a Corsair CX650M 650W, the previous power supply was a Gigabyte P650B 650W. I connected all the cables from the new power supply, but even after that the problem persisted.

I noticed that when I connect the HDMI cable straight to the internal motherboard GPU, the pc turns on.

Does that mean the issue is in the GPU? What do the blinking lights mean above the connectors mean?

reset the BIOS of your motherboard by jumper

try the gpu in a different PCIe slot
try the gpu in a different PC

Could be, usually the LEDs show that there is insufficient/no power getting to the GPU

Which RTX2070 brand and model is it?
