[SOLVED] RTX 2070 has bad performance

Hey, I recently upgraded from a 1060 3GB to a 2070 8GB and the performance leaves much to desire.
I can not figure out if there is a bottleneck or if I am just doing something wrong.

Motherboard: Gigabyte Z170-Gaming K3-CF
CPU: Intel i7-6700 @ 3.40 GHz
RAM: DDR4 Corsair Vengance LPX 3200MHz 2x8GB
GPU: Asus ROG-STRIX-RTX2070-8G-GAMING
PSU: Fractal Design Integra M 650W
SSD: 2x1TB
Latest Nvidia drivers and all others have been updated.

Tempratures are always between 30 celsius to 70, never above 70.
Nothing is overclocked.

Issues involve unstable frames in all games, lower frames in some games compared to 1060.

use DDU to remove your current drivers in safe mode, then reboot and install new drivers

Already done that twice with both newest and older drivers but I'll give it another shot.
