Question Rtx 2070. I5 9600kf. Lower FPS than expected

So I’ve had my pc a few months now and get much lower FPS than I expected. I get about 70 consistent on modern warfare on close to ultra 1080p but when looking at calculators it says it should be 200 FPS. I get that calculators won’t be exact but it seems like a huge difference. My pc has 16gb of ram also. Does 70 FPS sound about right? Looking at upgrading to the 3080, I get that there isn’t lots of info out on it but would it be worth upgrading to from the 2070? Thanks in advance!
 
If you lower the details/graphics quality, does your frame rate increase noticeably as the GPU load is lowered?


(If playing online shooters, there is no certainty that any server you are playing on is going to service a given connected system's high frame rates above even 60 FPS, however, so you might need to do frame rate testing in single player/LAN games where high bandwidth connection is assured.)

What clock speeds are obtained on all cores during a CPU-Z/bench/stress CPU session for 10 minutes? (THis test is more stressful than most CPU games, so, if high clock speeds are maintained, that implies CPU temps are likely not an issue)

Trying the game again (haven’t tried it recently) I’m getting 120fps. Cpu still between 90-100% use but gpu at below 10% this time. CPU bottle necking my pc? Or is it just a cpu intensive game (modern warfare) Not too clued up really :/

Let's take a step back. Please post your full system specs (including motherboard, memory, power supply, and all drives). Also, please run Userbenchmark and post a link to the results.

It looks like your GPU is heavily overclocked. Even if temp is not an issue, your CPU/GPU could still be downclocking due to electrical limitations. Run Open Hardware Monitor in the background, logging the results, while gaming for 30 mins, and then go through the logs to see what your CPU and GPU are up to.

Also, please post the link to the calculators that say you should be getting 200 fps?

What's your monitor model? Are you running MW remastered? <-- If yes you can stop right there. That's why the performance doesn't match.

Also, you should never take one website's results as gold. Always compare multiple website results, friends results, your own results, to get the whole picture.

My monitor is a msi 144hz 1080 p 23.5 inch monitor and no I’m running the modern warfare that was released last year. And yeah I get that I shouldn’t believe the website but the fact it is nearly 100fps difference just made me concerned.

No, this isn't it.
In Open Hardware Monitor, go to Options and Log Sensors. This will begin a .csv log file in the same directory as the OHM .exe. Once logging has started go and game. After 30 mins stop the logging (uncheck under Options in OHM), close OHM, and upload that .csv file to OneDrive (or something like that) so we can download it and take a look.
 
I don't really seeing anything major in the logs. There are a few downclocks but that can happen when you access game menus and such.
Aside from the one site that says you should have 200fps are there any other sites that corroborate this 200fps performance expectation?
