[SOLVED] RTX 2070, Low FPS

I installed an RTX 2070 and am just not getting good performance. I tried out Quake 2 RTX and am averaging 45-60 frames. It never goes over 60 frames, and v-sync is off. Im getting worse performance than my GTX 980. What am I doing wrong? (I'm kind of a noob)
 
Solution
I know the CPU is a bit older bur from what ive read the GPU does most of the heavy lifting. Maybe the CPU is holding it back?

As the title say "Quake 2 RTX" uses the new NVIDIA feature ray tracing. This feature is well known that destroy the performance. With RTX 2080 i get 40-60 fps too at 1440p resolution. I dont know how you can compare with this game the GTX 980 as this GPU dont support this feature but only RTX 2000 cards or GTX 1000 series from GTX 1060 6gb and above.

I figured RTX could be the issue with Quake 2 RTX, but it seems like there are issues with games without RTX too. I also tested Dishonored 2 and the performance was about the same as the 980. It stutters and I only get about 40-55 FPS. I have heard performance can be affected by a monitor using HDMI. I ordered a display port monitor, but don't have it yet. Is it possible it is the monitor?

Probably you are CPU limited thats why you are getting the same performance as the GTX 980. If you were playing at a bigger resolution (etc 1440p) the bottleneck could be lower. Try to run a game and monitor what is your GPU usage.
