Question RTX 2070 SUPER fans running at approx 20% speed on idle?

Hi,
so I got new RTX 2070 SUPER and compared to my old GPU, fans are always on and a little bit noisier than I would like.

Is it normal?

GPU temp is slightly above 30°C when out of game/idle.

Does your Video card has support for the FAN STOP feature ?, meaning the GPU fans won't spin unless a certain Temp value has been reached, e.g. 60 C.

If the card doesn't have this 0db fan stop feature, then the fans are going to spin even in Idle mode, or light usage IMO.

Yes, I have already seen that link before, but there is no mention of the "fan stop" feature on that official page.
