Question RTX 2070 Super Fps issues.

So, i recently rebuilt my computer and been seeing FPS issues that make me feel like im running an rtx 2060 which i had run for about a year before purchasing the 2070 super. the game i see the most issues with is Call of Duty Modern Warfare/Warzone, in main menu before picking game mode (ie sp,mp,warzone,coop) i see 400+ fps, as soon as i load into the lobby of mp/warzone my fps cuts down to anywhere between 80-116 fps, then as i load into the match i can see dips as far down to 1fps and it remain there until im about to jump off the plane in warzone or until i have control of my character in mp and it doesnt make any sense as with my current build i should be seeing 144fps easy in this title. i watch my performance moniter i never go above 60%gpu usage and never more then 55% cpu usage so there is 0 bottleneck or cpu/gpu overload. Temps remain in the low 40's C as i have a fairly aggressive fan curve on my system just to keep things nice and cool for long gaming sessions. I do stream but even when im not streaming i see the same exact issues fps wise as i do when im streaming sometimes worse while not streaming which i find very odd.

Mobo-ASRock B450 Fatality Gaming k4
CPU- Ryzen 7 2700X
GPU- Gigabyte RTX 2070 Super
Ram- ThermalTake ToughOne Z 4x8gb for a total of 32gb
Main Drive- Samsung 950 EVO 500gb Nvme
Secondary Drive- Samsung 950 EVO 500gb Nvme
Third Drive- PNY 120gb SataIII SSD
Fourth Drive- WD Green 1tb HDD
OS- Windows 10-Latest Build
Power Supply- Cooler Master MPY-6501-AFAAG-US 650W 80+Gold Fully Modular Unit
Monitor 1- ASUS VG259Q 144Hz 1080P
Monitor 2- LG UltraWide IPS 25UM58-P

Well inspector does more than lock fps. It actually optimises settings on your GPU to suit specific games. You could be missing one in game setting that is choking your performance. Inspector can rectify this.

so what exactly does it do because it didnt change anything for on my end when running and setting the profile for call of duty. made 0 change at all to performance.
