[SOLVED] RTX 2070 Super not going above 68% usage

Gigabyte 2070s WF OC 3X 8G. R5 3600. GTA 5 story mode. cpu hovers around 50% and gpu doesn't go above 68%. I have chrome and other stuff open in the bg so that explains the CPU usage but the gpu usage not really. 1080p mostly everything is very high, MSAA 4x help!

At 1080p resolution you don't really push your GPU in GTA V.
It will be pushed further at 1440 or 4K resolutions.

Some games are more CPU than GPU intensive and 1080p doesn't really apply a lot of stress to video cards anymore. We're at a point now where low end dedicated video cards and some onboard video can handle 1080p gaming. There's no need to spend large amounts of money building a gaming rig anymore if 1080p that doesn't feel laggy is your only goal. Higher refresh rates will need a bit more of an investment, but 60fps is still doable for not much money. If your video card is being underutilized at 1080p, you should consider 1440p.

As much as this makes sense, why can’t we push our gpu to go higher even if it’s only at 1080p, why can’t I get maximum FPS as possible and maximum gpu usage just because I’m not on the ultra settings with 4k, it doesn’t make sense to me, is there not a way to push your gpu to above 90% without running these crazy frame killing settings?
