Okay first here are some specs
I9 9900k
MSI z390 Gaming edge AC (7B-17)
Nvidia RTX 2070 super
SeaSonic FOCUS plus gold 850 W 80+ gold certified fully modular atx powersupply-
I'll explain the whole process of what I do when I plug in my new graphics card.
Power down, wait a few minutes unplug power make sure flip is also switched on back and cord is out. take out current graphics card. take out lithium battery, press power button a bunch resetting cmos. put lithium battery back in.

Plug in graphics card it makes the click and locks into place. screw down the back side,(side note i have to push on the back a little bit toward the graphics cards, kinda acts like its bent), plug in both PCIE cables to the power supply. turn on pc, GPU LEDs turn on fans start up, computer powers down and restarts on its own, then fans turn off leds stay on and on screen it says i need to connect pcie cables.

help

Solution
I'd be leaning on that maybe it's a power issue.
I would double check the PCIe connections at both ends......and even though Seasonics are really good supplies...maybe you have low voltage because that message is indicating to me that the GPU isn't getting enough power.
What was your GPU prior to the RTX 2070 Super? Might want to see if you have any BIOS updates pending for your motherboard. 7B-17's are listed here but they are differentiated with an alpha numeric code at the end of that BIOS.

Which version of Windows 10 are you working with? How old is the PSU, if it's been recycled?

Make and model of your case?

I didn't upgrade my PSU to my knowledge it was new, I can check and see if there are any updates for the motherboard but I bought the mother board along with the i9 and the GPU So everything should be up to date. 64-bit windows 10. also NZXT s340 mid tower
