Question RTX 2070 windows usage

So I recently upgraded my pc and along with it I got an RTX 2070. I ran some test in games and it looks fine but now I looked at the stats and I saw 16 percent usage in windows and only a few tabs opened in opera GX. Is it normal? How do I fix it?
