Question RTX 2070 with low TDP

Hello there,

I have recently purchased a brand new MSI RTX 2070 VENTUS from a trusted reseller. It's used together on an MSI Z370 PC PRO board, with an Intel I5 8600K and 16GB RAM on MS Windows 10 Pro.

Unfortunately it's not delivering the expected performance in any programs I am using. So far, I performed several benchmarks, re-installed the latest NVIDIA drivers, even re-installed Windows, and checked the cable connections, besides of trying to perform a gentle overclocking via MSI Afterburner. GPU-Z constantly reports a Power Cap while the temperature is at around 30 - 35°C and while the GPU load is alway 99%, the TDP is below 28%, and it's the same picture in HWiNFO.

Sadly I have been running out of ideas, so any of yours would be appreciated. I'll add pictures of the GPU-Z general Info and the sensor readings.

I just googled a bit for the specific 1350MHz that the card is stuck and I found that some 2080Ti after a driver update stuck at that core clock without anything solving the issue, not even prior drivers. They were suggested from others to RMA the card.
