Question RTX 2080 Fan Speed

I am looking to decrease the temps of my RTX 2080 GPU. It consistently reaches above the recommended temp (80 C) and sometimes hits the exact max safe temp (88 C).

I was worried that putting it to a high percentage for an hour or so at a time (60-80% fan speed) could damage the GPU or decrease its lifespan. I've heard people say that even 90% fan speed for prolonged time is safe, but I've had a NVIDIA tech support agent tell me that putting custom fan speeds can damage my GPU.

Which is correct?
 
You've had an NVIDIA tech tell you that? That's just garbage advice, honestly.

Yes, a custom profile too low and a GPU running hot for extended periods of time could damage the GPU, but the "auto" functionality should still be set to kick in before you hit dangerous temperatures.
A custom profile running faster is never going to be a problem for the GPU itself. It may speed up the degradation of the fans themselves, but those are easy fixes should you need to.

What you're describing, short bursts of fan speeds being ramped up is probably not the best route to go. For example, if you need to blast it with 100% fan speed every few hours, perhaps a stable ~60% would be a better idea for continuous use.
Not only would that be beneficial for the fans themselves, you'd see more stable clocks/temps etc, avoiding it boosting and throttling

The GPU should be capable of 100% fan speed, 100% of the time, for the duration of the warranty. If not, an RMA should be initiated.
