Hi

I have an RTX 2080

The fans run-up to what sounds like max when under load.

The temp when it has been under load for a short while sits around 73 - 78 degrees.

without the temp moving the fan will rev upto max, they are very loud.

It isn't constant but it will start up and go loud, then go back to normal.

I tracked the temps and they don't massivly change so why is this happening?

Solution
Some forum members seems to find a high GPU temperature quite allright.

I dont.
Because I know from sad experience and basic electronics engineering, that hot electronics have a short life.
Short life could however translate to "few years".
If you plan to upgrade in 2yrs time, its not a big issue then.

If you want to play it safe, do something to keep the temperature at least under the 80°C mark.
This will lessen the risc of getting a thermal shutdown during your favorite game.
