RTX 2080 GTA V won’t go over 435 MHZ

Hey guys I just got a new RTX 2080 FE and when I play GTA V the clock speed won’t go over 435 MHz and the frames stay at a steady 15. However on all my other games the card works amazingly as expected. What do you think is the problem?

Specs:
I7 8700k
RTX 2080 FE
16 GB TridentZ RGB 3600Mhz
 
Did you remove ALL previous GPU card drivers FIRST, using the DDU, and then install the most recent Nvidia drivers?

Since I doubt you did that, I would do that, first, and then see where you are.

If you DID do that, and still have this problem, then it's probable that there is an early version bug problem OR you may not have a suitable power supply that is providing clean power delivery.

If it's a driver issue, then a clean install using the DDU will probably clear it up but you may simply have to wait for Nvidia to address the issue in a later driver update.

What is your motherboard and power supply model numbers?
 


My PSU is the Corsair RM850X and I have a Maximus X Hero WiFi-AC

 
So, those are good components.

If you don't have problems with other titles, just GTA V, then it's probably a driver bug that's related to only GTA V.

It would be worth trying the DDU and clean install though.

There were similar issues early on with the 1070 and 1080 running GTA V as well, so it wouldn't surprise me.
