Does the rtx 2080 only support 144hz? I'm looking to game at 1080p @240hz but it is listed in the specs as the max refresh rate only being 144hz. The card has a 1.4 display port built so I'm assuming it would be able to do it right?

I plan on getting the asus pg258q for 240hz gaming so thats why im getting a rtx 2080 because I currently have a gtx 660. So it would basically be pointless if i got the 2080 if it didnt support 240hz

All GPUs support any refresh rate. As for the ports, you need DisplayPort 1.2 or better. 1080p 240Hz is supported. And mind you, DP 1.2 is very old, and DP 1.4 (it is a 2016 standard) is definitely supported by the RTX 2080.

In fact, its DP supports up to 1440p @240Hz, 4K @144Hz, 5K @60Hz or even 8K @30Hz.
With DSC and 4:2:0, DP can even do 8K @144Hz!

You should not be worrying about the card supporting 240Hz, but rather, will the games you play maintain 240+ FPS constantly on the settings you play on.

Yeah I was thinking that but I was just worried because it said 144hz but thank you for clarifying it for me

I currently have my rtx 2080 rn with a 4690k and I do see a bottleneck. Cpu runs at 98% and gpu at 40%. But i am building a new pc with an 8700k and I play games such as fortnite, csgo, pubg, and ark. Do you think it will still be bottlenecked?

It won't be as bad, but there's a problem with using a beefy, high-end card like that at just 1080p. No need to go higher than 1070ti at that resolution.
The monitor is a limiting factor. This is better balanced with at least a 1440p one.
Rendering frames at lower resolutions is such a breeze for higher end gpu models(currently 1080^), that they tend to bog down the cpu. And if the cpu can't keep up, then you avg. fps goes down. This is why I believe the system as a whole is equally important - some folks don't agree with this, putting too much priority on the gpu for games, IMO.

Yeah I understand what u mean. Thats why I decided to build myself a new computer with a higher budget and give my old one to my brother. In the future I do plan to play at a higher res or even vr
