I have been getting pretty bad micro stuttering in all games, and sometimes in bios and on the desktop when moving my mouse or windows around (Stutter on desktop happens rarely, stutter in game happens frequently). Everything seems to freeze up for .5-1 seconds and then catches up.
The only time I don't get stutter in game is if I am spectating a match in Overwatch, and then it is completely smooth, no stutter at all. As soon as I join a game, I get stutter whenever I move or pan my character around left and right.

I am no expert by any means and if anybody has any input into what might be wrong, I would greatly appreciate it. I have tried clean install of windows, clean install of drivers w/ DDU, and tinkering with various settings and nothing I have tried has impacted this problem.
