Question RTX 2080 Super Windows 10 Lag on Startup

I just recently, with a fresh install of Windows 10, installed a RTX 2080Super and the drivers. Things were going great, until I had to restart my PC. Now, when it goes in to load the windows environment, I get a lag spike, where my PC stutters and freezes, causing me to restart the PC. I have found a fix, which is to disable my Display Drivers everytime I restart the PC, and everything works fine. I have tried the Fast Boot option, and when I have talked to NVidia support, they told me that I am running the Legacy Drivers... What does that mean? How am I getting Legacy Drivers from NVidia, if I am downloading it strait from the site? The NVidia support also told me to switch something in my BIOS, which IDR what it was, from what it was on to Legacy. Well, caused my system to not boot. Someone help!
 
Ive done DDU on my last installation of Windows. And it still has not worked. I downloaded the driver strait from NVidia website on my new installation. It ran good for a couple restarts, but then started acting up again. At this point, I am just disabling the driver when ever I restart... :| Could it be that the Windows 10 updater is possibly installing a basic driver?
 
None of the issues I have found online are working, nor is the reinstall of a fresh Windows OS. This is rather frustrating, as I came home from work the other day and my PC restarted, causing the boot lock up and lag, and spent hours trying to get it running again. After about 4 hours of dealing with it, i reinstalled a fresh windows, but still didnt seem to correct the issue... Still ahve to disable the Driver itself.. Someone please help!
