RTX 2080 Ti + I7 4790 = bottleneck?

Hello So my current build is I7 4790 MSI H97 Gaming 3 16Gb ddr3 1600 gtx 970 2K monitor 165Hz and now I want to buy the RTX 2080Ti so my question here will there be a bottleneck?

Depends on the game. At 1440p it should get pretty close to fully utilizing the GPU in most games. In very cpu heavy titles you may see some CPU bottlenecking, however it wont be severe. That system should be capable of playing any game at very reasonable framerates 1440p max settings.
