Question RTX 2080 TI is underperforming

So, I recently built a new pc, specs: https://au.pcpartpicker.com/user/Techr/saved/CPDWbv. I've done a few benchmarks and it seems it's not performing well, I am not sure what the reason is, so I am hoping to get some help.
The CPU is overclocked to 5ghz and the GPU is also overclocked using the EVGA OC software to :
Memory Clock: 1100
GPU Clock: 180
Power: 125
Temp: 88

I managed to fix it. It was a bios settings problem I think, had to reset it and change a few settigns around.
