Question Rtx 2080 usage low with low FPS?

My brother recently bought a RTX 2080 to replace his 1060 he had gotten in his prebuilt Alienware desktop. After replacing this he seemed to be getting lower FPS than with his 1060. We replaced his 480 watt psu with 850 watt and it still averages 60%. His CPU is at maximum usage. Is this a cpu bottleneck? Yes it is in a PCI x16 3.0 slot. Everything is off power savings. Is this a faulty gpu or some sort of hardware combo issue?

16 GB DDR4 Ram
Unsure about motherboard
850 Watt psu
64 bit Windows 10

Idk too much about what bottlenecks what but I assumed a 6700k wouldn’t bottleneck it or atleast it barely would

update: Brother is getting 60 ish FPS on far cry 5, cpu is 70-80% usage gpu is 10% usage. He got better performance on his 1070

what the exact make and model of the psu?

What's the render resolution? Lower resolutions are easier on the GPU and harder on the CPU. Also, if VSync is enabled then the GPU isn't rendering unnecessary frames so GPU usage will go down.

Same settings.

It’s a 850W Corsair ATX12V RMx series

The psu is more than enough for that setup. So you can most likely rule that out as an issue.

As mentioned before is vsync On? Or for some reason the fps cap, I think fc5 has one? Most updated drivers for the new card?

As a reference, my 6600k/2080 runs well over 100 @1080. The 6700 shouldn't be holding you back much if at all.

Vsync is on, he just returned it for another one. I will come reply again if the problem continues. Geek squad says to get a new CPU but I don’t think it’s that big of a problem?? I guess we will see.

With vsync on it will limit fps to the output of the monitor. So if you have a 60hz monitor you will get 60fps. Turn off vsync and fps should go back up. The cpu is definitely not a problem that would require replacement.
