[SOLVED] Rtx 2080ti fans kick up to 90-100% intermittently while in game, what is causing this?

I purchased a used msi ventus rtx 2080ti today. When playing games as the temperature reaches 74-75 degrees Celsius, the fan speed will suddenly spike to 90-100% until 10-15 seconds later the speed will decrease and it will do this on and off as the graphical load fluctuates. I have tried messing with the fan curve with no luck. Also did a clean install on drivers. Any tips would be greatly appreciated!

Asrock b360m-itx/ac
rtx 2080ti
Corsair Dominator 16gb 2133
Psu: Evga 600w 80plus

What exact model is it? Most EVGA 600w models are not so good and even if it was good, I would still suspect it as the issue since the GPU has 650W minimum as a recommendation. The recommendation is usually above what you need because they also consider the crappy PSUs out there, but still, if yours is not good and also aged, it can easily be an issue there.

On another note, only 2133MHZ Ram?
