Question RTX 2080ti gaming trio 11gb doesn't clock above 1350mhz in cpu heavy games

Hi,
My gpu RTX 2080ti gaming trio 11gb doesn't clock above 1350mhz in cpu heavy games even after applying an overclock in MSI Afterburner app
It only happens in CPU heavy games like Fn, Val (can't say the names)
In other games like Apex legends and gpu heavier games the clock goes way higher than 1350mhz.
Is there a way to make it higher in said CPU heavy games?
specs:
CPU: Ryzen 7 3800XT
Motherboard: TUF GAMING B450-PLUS II
Ram: 32,0GB Dual-Channel DDR4 3600MHz
SSD: 119GB TS128GMTS430S (SATA (SSD), 1907GB Lexar SSD NM620 2TB (SSD)
GPU: MSI GeForce RTX 2080Ti GAMING X TRIO 11G
PSU: 550w
OS: Windows 11 Home
 
Check your Nvidia Control panel.
Manage 3D settings on left.
Scroll down to power management.
Set to "Prefer maximum performance".
This will make the GPU boost to high clocks for all games.

In adaptive mode it will clock to whatever speed the game needs.
Or you could turn up detail settings to give it more to do.
Up to you.

I've tried both of your solutions but unfortunately nothing worked for me.
Reinstalling my GPU drivers with DDU also did not work. Trying older driver versions did not fix anything,
