RTX 2080Ti works in x8 slot but not in x16 slot

I recently built a new PC with an Asus Crosshair 7 Hero, AMD Ryzen 2700X and RTX 2080Ti. When I tested the PC with the Graphics Card installed in the first PCIe slot (x16) it would not post (Q-Code 62, VGA LED lit). According to the manual this means "Installation of PCH runtime services). After switching to the x8 Slot below, the System posted and was working fine. After installing Windows I downloaded the most recent BIOS and flashed it. No dice. I tested CPU,RAM and Graphics Card and as far as I can tell everything works flawlessly. So I'm assuming it's an issue with the motherboard. Can anyone tell me what this Q-Code means and how to potentially fix the issue, because the RTX2080Ti can be slightly bottlenecked by the x8 slot and I am planning to make the most out of my build.

Specs:
Corsair RM1000i
AMD Ryzen 2700X
Asus Crosshair 7 Hero
2x 8GB G.Skill Trident Z 3600MHz
Nvidia RTX2080Ti FE

What is your exact PSU model number? I'm assuming you've made damn sure nothing is interfering with the card being FULLY seated in the x16 slot, and that it's locking into place?

And, that you've connnected both the PEG connectors (Power to the graphics card from the PSU) and CPU 8 pin EPS connector?

If you've done all that, without any doubt, and it runs in the x8 slot, then I'd agree that the motherboard needs to be RMA'd.

I guess it's worth mentioning that you need to be sure you're connecting the monitor to the card when it's in the x16 slot as well. You'd be surprised how many people mistakenly try connecting the monitor cable to the motherboard video outputs.

Yes the Card is locking into place, I've also reseated it multiple times. All power connectors are plugged in and the PSU is verified to work. The PCIe slot shows no signs of physical damage or dirt interfering with the link. The Q-Code is definitely 62 not B2 (B2 would be "Legacy Option ROM Initialization") as the x16 slot is connected to the PCH and the x8 slot is connected to the CPU. What I don't understand is how it seems to pass initialization and fails when installing runtime services. I doubt it's the card BIOS since a) the card works fine in x8 and b) it never even gets to 72 which would be "PCH devices initialization".

That was my pic, not his. That was just to show you that there CAN be a code 62 and that it is pretty CLEAR when it is. I can see where you might think it could be mistaken, and I agree, but if he's certain that it is code 62 then I am inclined to believe him.

I was thinking of borrowing my friend's 1060 to check if it's a bug related to the new RTX cards. Hopefully that will reveal the truth.

Good luck man. I hope they give you a resolution to this. Don't let them try to brush you off either. Be polite but firm with them that you've tried most everything and if they want you to run though the process with them again, do it, but don't let them just sweep it under the rug because it's not unheard of for these tech support people to try and do that.
