Question RTX 3050 Blank screen. No driver works. Is it faulty card?

Hi, i've been trying a lot of solutions like in similar threads but none works for me. I just switch on my pc one day and it went blank screen after the windows logo loading (the loading logo seems stuck). A few minutes after that, the pc will just boot loop to blank screen and then restart later on. This happen after a windows update.. and a power outage before that..Don't know whether one of them would be the cause or not

My PC specs;
i3 12100F
Asrock H610M HDV/M.2
PSU 1st Player DK600watt
GPU Manli RTX 3050

I can use my pc with safe mode.. or normal mode without the nvidia graphic driver (Microsoft Basic Display Driver)
tried ddu.. tried different drivers version.. Is it the card faulty? Tried hdmi and both DP port, tried clearing cmos.. tried reseat rams.. cannot try PSU as i don't have extra.. Any help would be appreciated thanks!

Perhaps try and work with another PSU, one that's reliably built.

Use GPU-Z and see what the GPU memory shows up when in SafeMode. Try and drop the discrete GPU into a know working system and see if the issue persists there as well.

We don't expect people to have a spare PSU in their household, which is why say(out loud) to borrow a PSU to put a hunch/theory to the test. BIOS version for your motherboard? How old is the PSU in your build and what did it power prior to the RTX3050?

1. Still finding extra psu
2. How to do this ? drop like remove device ?
3. BIOS is up to date. All hardwares are brand new. This problem starts happening after windows update but im not sure whether it is the cause or not. I also experienced a sudden power outage (while the pc is running) before this problem. I will format the windows as the last option.

Update: confirmed card faulty by technician.. Sending for RMA
